Hinzu kommt adds a further consideration to what has already been said: Hinzu kommt, dass die Zeit knapp wird ('On top of that, time is running short'). It is more dynamic than außerdem and frames the added point as something that compounds or complicates the situation. Very common in analytical speech and writing.
